Perhaps they hadn't finished building him yet.
The Duce's head wasn't built either.
The people in the background look remarkable 2D - like carboard cut outs.
Is this a flaw in the image or does it actually look that way?
I lighten the BG a bit to show the missing extremities more clearly.
